Quantum technology will create value - but only if society is able to develop and implement it responsibly.

Quantum technologies can create value for society, but only if people, organisations and governments are ready to understand, use and govern them responsibly. That is why QDNL, through the Centre for Quantum and Society (CQS), works on societal readiness: preparing society for the opportunities, questions, and choices that come with integrating and using quantum technologies in real-world applications. 

The societal impact work of QDNL and CQS includes: 

• Understanding potential applications: exploring where quantum technologies could help address societal and economic challenges. 

• Anticipating ethical, legal and governance questions: considering issues such as security, access, trust, responsibility and public values from an early stage. 

• Engaging people and organisations: involving end users, policymakers, professionals and citizens in shaping how quantum technologies move from research into practice. 

Quantum technologies are still developing, but they may open new possibilities in areas such as: 

• Healthcare and life sciences: supporting new approaches to drug discovery, diagnostics and medical research. 

• Cybersecurity and digital infrastructure: preparing for new forms of secure communication and the transition to quantum-safe systems. 

• Climate, energy and materials: helping researchers model complex systems and design new materials. 

• Logistics and optimisation: exploring better ways to solve complex planning and routing challenges. 

• Public decision-making: helping governments and organisations understand both the opportunities and the risks of emerging technologies. 

The Centre for Quantum & Society (CQS) is QDNL’s programme for societal readiness. It connects research, innovation and society to help ensure that quantum technologies create long-term public value. 

CQS works directly with the Dutch quantum ecosystem to build societal readiness in parallel to technology readiness. As science and technology progress, CQS examines the conditions needed for responsible innovation and adoption: public understanding, governance, ethical reflection, end-user collaboration and international alignment.
